Govt. of Pakistan, Finance Division has decided that those Pakistani pensioners who are living abroad but receiving a pension in Pakistan may now submit their “Life Certificate”, duly attested by any gazetted officer of the Pakistan Embassy, Consulate / or medical officer of the host country, through Embassy to the Chief Accounts Officer, Ministry of Foreign Affairs. The Chief Accounts Officer, MOFA will forward the same to the concerned bank for updating it into NADRA system.

Life Certificate and Biometric Verification for Pensioners and Non-Marriage Certificate



Govt. of Pakistan, Finance Division (Budget Wing) issued Notification dated 28th January 2021 and made amendments in Federal Treasury Rules as under:

1. A pensioner drawing pension under clause (iii) of sub-rule (6) shall be bound to undergo biometric verification on National Database and Registration Authority (NADRA) system from any branch of a bank maintaining his pension account, every year in the months of March and October or provide a life certificate signed by a person authorized under rule 343, if he is unable to undergo biometric verification due to incapacitation by bodily illness, infirmity or if his fingerprints do not exist due to old age or a genetic condition.


2. A declaration in revised Form T.R. 40 shall be obtained yearly from pensioners whose pension is terminable by their marriage or re-marriage and shall be attached to the bills for pension paid for September, however, this requirement shall be dispensed with after attaining by the pensioner the age of sixty years.

3. If a pensioner drawing pension under the provision of rule 341A fails to submit a life certificate or fails to undergo NADRA’s biometric verification during the months of March and October or does not draw his pension for consecutive six months, his account shall become dormant.

New Pension Calculator 2023-24 for Employees of Federal, Punjab, Sindh, Balochistan and KP Governments

Calculation of Pension & Commutation

I am sharing the revised and updated Pension Calculator 2023-24 according to the increase in pension notified w.e.f. 1st July 2023 for the employees of the Federal, Punjab, Sindh, Balochistan and KP Governments. This calculator is also valid for Azad Jammu & Kashmir and Gilgit-Baltistan pensioners.  This calculator is valid for pensioners who will retire on or after 1st July 2023. Punjab Government increased the pension initially only 5% of net pension, however on the request and protest of the employees/pensioners Govt of Punjab issued the Notification of increase in pension @ 17.5% w.e.f. 1st August 2023 but it will not be admissible to those pensioners who will retire on or after 1st August 2023. 


Calculation of Pension for the Employees Retired on or after 1st July 2023

The employees of Federal, Sindh, Balochistan, and KP who will retire on or after 1st July 2023 will get the benefit of a pension increase with effect from 1st July 2023. However, Punjab Government employees who retired on or after 1st Aug 2023 will not get the benefit of the increase in pension @ 17.5%

How to Calculate Pension and Gratuity or Commute

The Pensioners simply can get the details of the following by just putting a few values in the pension calculator:

  • Monthly take home Pension including Medical Allowance
  • Gratuity or Commute

Values Required

To calculate the pension and commute the pensioners only required the following values:

  1. Last Drawn Basic Pay
  2. Total Length of Service
  3. Age at the time of Retirement
Last Pay Drawn

The last pay drawn is the pay that the employee has at the time of retirement. If the employee retired on or after 1st June then we shall also add one Usual Increment in the basic pay to calculate pension and gratuity only. In the same way add any pay, special pay, etc. in the basic pay to calculate pension. The Orderly Allowance we also added to the basic pay to calculate pension/commute or gratuity.

Length of Service

The total length of service is the regular service without any interruption in service. If the employee has a value of 6 months or more than round years we shall add one year more. Suppose an employee has 27 years and 7 months of service we shall take 28 years of service. We cannot enter more than 30 years of service in the pension calculator. If the employee has 35 years of service we shall take only 30 years. However, if the employee has 27 years of service we shall add only 27.

Age at the time of Retirement
The age factor is also important to calculate pension and commute. We don’t enter the age in the calculation sheet. However, we shall enter the age rate that is shown in the calculation sheet/calculator. If the age of the employee is 27 years and one day or more days, we shall take the age value of 28 years.

10 Important Points to Keep in Mind by Govt. Servant During Service

 

A Govt. servant should keep in mind the following 10 important points while in Service so he may not face difficulty during service or after service i.e. retirement.

1. Check your date of birth and date of appointment in your identity card, service book, salary slip, and first appointment order to ensure that there is no difference between them.

2۔ Keep your and your spouse's identity card updated so that it is not about to expire۔

3۔ Get your computerized "Nikah Nama" from the Union Council and have your name instead of her father's name on your wife's identity card.

4۔ Make sure CNICs of your children above eighteen years of age and B form for children below 18 years of age. Consider the date of birth and parentage of all children so that there is no mistake in anyone۔

5۔ Maintain your service book attested by the Accounts Office or AGPR. Also, get verified GP Fund statements from the Treasury from time to time during your service.

6. If you have not allotted your GP Fund number yet, get it allotted immediately and enroll any of your family members (wife/son etc۔) as heirs in the record.

7۔ All employees (especially teachers) should get all their educational certificates and degrees verified and mandatory verification of their first appointment order.

8۔ Do not keep money in your salary account because in case of sudden death of the employee, the account is closed immediately and the money in it is available after the judgment of the court which usually takes three to four months.

9.You must have a separate private bank account where you can keep your savings. And tell the secret password of your ATM card to your wife/son so that it can be used in time of need۔

10. Prepare FRC of your family from NADRA which contains complete details of your family. If there is any mistake in it, correct it now. It contains a photograph and record of a day-old baby being born.
